GACL Cancels Evatex Deal After Zero Revenue Concealment Found

Ghana Airports Company Limited (GACL) has officially terminated its revenue assurance contract with Evatex Logistics Limited, following intense public scrutiny and a corruption probe by the Office of the Special Prosecutor (OSP).

In a letter dated 28th July 2025, GACL Managing Director, Yvonne Nana Afriyie Opare, informed Evatex of the company’s decision to terminate the agreement, which was executed on 4th December 2024. The contract will cease to be in effect from 27th August 2025, and Evatex has been directed to demobilise and vacate the Kotoka International Airport cargo premises by the same date.

The contract, which allowed Evatex to earn 15% of any concealed revenue it uncovered, came under fire when a special audit ordered in June 2024 revealed no evidence of revenue concealment or undercutting in the airport’s cargo operations. Consequently, GACL has not paid Evatex any fees since the contract’s inception.

The letter from GACL cited a termination clause that permits either party to end the agreement without cause, provided a month’s written notice is given. GACL’s notice complies with that provision and brings an official end to the arrangement.

The contract’s termination comes as the OSP continues its investigation into how the agreement was awarded. Evatex is reportedly affiliated with Strategic Mobilisation Ghana Ltd (SML), a firm previously linked to controversial government contracts.

Former GACL Board Chairman, Paul Adom-Otchere, has already been arrested and is in custody in connection with the matter. He is expected to face questioning over his role in the contract's procurement.

Though the agreement was performance-based—with no upfront payments—critics have questioned the rationale for signing a deal in the absence of verified revenue losses. The lack of findings from Evatex’s months-long operations has fuelled concerns about the procurement process and the officials who approved it.

With the termination now in effect, attention remains fixed on the OSP’s next steps and potential legal consequences for those implicated in the contract’s award.
