OSP Detains Ex-GACL Chair in Revenue Probe
Adom-Otchere Still in Custody Despite Bail Grant Over Revenue Probe

Former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, remains in custody after failing to meet the bail conditions set by the Office of the Special Prosecutor (OSP), even though he was formally granted bail.
Mr. Adom-Otchere was charged alongside two other individuals—Otchere Kwame Baffour Awuah, the Group Executive for Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems—in relation to an ongoing investigation into a controversial revenue assurance contract at the GACL.
The OSP is probing alleged procurement breaches surrounding the award of a sole-sourced contract to a private company reportedly linked to the owner of Strategic Mobilisation Ghana Ltd (SML). Investigators are seeking to establish whether the contract was approved without due process and proper authorisation from the Board.
Though the Special Prosecutor approved bail for Mr. Adom-Otchere, he has not been able to satisfy a critical condition: the provision of two landed properties registered in his name. Reports indicate that the former GACL Chair told investigators he does not own any such properties in Ghana. This has stalled his release, keeping him in custody until suitable arrangements can be made.
The two other accused individuals are said to be cooperating with the investigation. However, their current detention status remains unclear, as the OSP has not provided specific details.
The case has attracted significant public interest, especially given Mr. Adom-Otchere’s media prominence and his former leadership role at a key state institution. The Office of the Special Prosecutor has affirmed that investigations are still ongoing.
