Following international concern over his warning that “residents of Tehran will face consequences,” Israeli Defense Minister Israel Katz has clarified that Israel has no intention of targeting civilians in Iran.

In a statement posted on X (formerly Twitter), Katz explained that his earlier remarks referred to Iran’s leadership and military infrastructure, not to ordinary citizens.

There is no plan to harm the people of Tehran directly,” Katz wrote. “But they will face the costs of the regime’s decisions — including the need to leave their homes near regime and security targets.”

The clarification follows Israeli retaliation threats after Iranian missile strikes killed five civilians in Israel and injured over 90 others. Katz had initially warned that Tehran would feel the impact of its aggression, sparking concerns of an expanded war.

His latest comments emphasize that Israel’s goal is to defend its citizens by focusing strikes on military and government targets associated with Iran’s leadership and operations.
