The Attorney-General’s Office has defended the government’s funding of the National Cathedral, saying all payments were legally approved by Parliament and made under proper budget categories. AG says national cathedral payments lawful, counters Supreme Court challenge

According to AG Dr. Dominic Ayine, payments were drawn from the Contingency Vote, not the Contingency Fund — specifically under the “Other Government Obligations” vote, which is part of the annual budget.

He also pointed to a January 6, 2022, opinion confirming that the Cathedral is a state-owned company limited by guarantee, under the Ghana Museums and Monuments Board.

The AG’s clarification comes in response to a Supreme Court lawsuit filed by a private citizen, Jonathan Amable, who is challenging whether some of the funds used were constitutionally drawn from public coffers.

In his writ, Dr. Ayine stated that since 2018, the National Cathedral has been publicly presented in the national budget, with Parliament approving its financing.

Former Finance Minister Ken Ofori-Atta, now also defended by the AG, said the payments are fully consistent with parliamentary approval and long-standing budget practices.

Critics, however, remain concerned: a recent audit report by Deloitte raised red flags over irregularities, procurement breaches, and lack of due process within the Cathedral Secretariat.
