GRA Pushes to Recover GH¢163m in Outstanding Taxes and VAT

The Ghana Revenue Authority (GRA) has revealed that nine institutions collectively owe the state GH¢47 million in unpaid taxes as of the end of 2023.

Appearing before the Public Accounts Committee (PAC) on Monday, 25 August 2025, the Commissioner General of the GRA, Anthony Kwasi Sarpong, disclosed that the Authority is pursuing measures to recover the outstanding sums.

The Graphic Communications Group tops the list with a tax debt of GH¢3.4 million, followed by GIHOC Distilleries with GH¢2.1 million. The Tema Oil Refinery (TOR) also features on the list, owing GH¢136,000.

According to GRA officials, most indebted institutions, particularly state-owned enterprises, have cited severe cash flow challenges as the primary reason for their inability to settle their tax obligations.

In addition to the GH¢47 million, the Authority further disclosed that unpaid Value Added Tax (VAT) liabilities totalling GH¢116 million remain outstanding. This figure was confirmed by Edward Apenteng Gyamerah, Commissioner for Domestic Tax Revenue.

Mr Sarpong assured the committee that the GRA is intensifying its recovery efforts to address the arrears and improve compliance. “We are working across all sectors to ensure that outstanding taxes are paid and that institutions meet their obligations to the state,” he said.

The PAC has tasked the GRA to step up its enforcement measures to safeguard public funds and prevent the accumulation of further tax debts.
