The National Intelligence Bureau (NIB) is looking into former Energy and Education Minister Dr. Matthew Opoku Prempeh, a.k.a. NAPO, according to the Deputy Attorney General. Dr. Justice Srem Sai, however, maintains that this does not imply that the former minister has committed any crimes.

He stated that he has been attending NIB for some time. On Wednesday night, Dr. Srem Sai said on JoyNews' PM Express, "Nobody knew until he said it publicly."

He claims that the investigations are related to projects that were carried out in two ministries during the eight years of the Akufo-Addo administration while Dr. Opoku Prempeh was in office.

When asked what the purpose of the probe was, he replied, "A number of things."
He served as a minister of education and energy. Therefore, there are undoubtedly projects that were started during his tenure. He would therefore undoubtedly be responding to inquiries about that.

The procurement of the notorious "mathematical sets," which was under the purview of the Education Ministry, is one such issue. Dr. Srem Sai was quick to clarify, though, that being asked to testify does not imply guilt. He emphasized, "Unless there is proof that you were complicit in some of the things you did, you will not be prosecuted." "You will not be held criminally responsible for anything just because you were a minister at the time." He used the contentious SkyTrain project as an example.

Joe Ghartey, a former AG and later Railway Minister, was once invited. However, he gave his version of events. He is not included in the charge sheet for SkyTrain.

Dr. Srem Sai advised against confusing personal liability with ministerial oversight.

"In the ministry, things can happen that may not be your fault," he stated. "Moreover, you are not guilty just because you were asked to be questioned."

He was also gushing about how many public servants are assisting with investigations without much fanfare.

He said, "I like the way many of the government appointees behave."

Every now and then, you hear that someone has been invited or picked up. However, I can tell you that many of the people who have been arrested are currently out on bail, are being investigated, and are quiet.

"These officials respect the process," he said. "They won't raise any issues about it. Some of them think that the procedure needs to be adhered to. According to Dr. Srem Sai, the majority of people follow the law without any drama, even though some "come in the media" and cause "massing up to go to EOCO."

He came to the conclusion that "you go to court when the evidence shows that there is a crime."
