The move stems from an internal memorandum signed by Secretary of State Marco Rubio, citing concerns over national security, immigration compliance, and diplomatic cooperation. The countries flagged for potential restrictions have been given a 60-day window to address U.S. concerns—chief among them: incomplete identity documentation systems, high visa overstay rates, and limited collaboration with U.S. immigration enforcement.

Officials said some entries on the list were also influenced by reports of anti-American or antisemitic rhetoric, though specifics remain undisclosed.

If implemented, this expansion would significantly broaden the current scope of travel bans, particularly affecting African nations, with at least 25 countries on the continent—including Nigeria, Ethiopia, Egypt, and Ghana—named in the proposal. Several Caribbean, Pacific Island, and Southeast Asian countries were also listed.

Governments have until Wednesday at 8 a.m. to submit action plans outlining how they’ll improve compliance and cooperation. While no final decision has been announced, the proposal marks a continuation of the administration’s hardline approach to immigration and border control.

The development has sparked concern among international students, business communities, and diaspora populations. Critics have called for greater transparency in the criteria used, while others are urging diplomatic dialogue to prevent disruptions to travel, trade, and bilateral relations.
