Ghana Revenue Authority (GRA) Governing Board
The Ghana Revenue Authority (GRA) has inaugurated a nine-member Governing Board chaired by Hon. George Ricketts Hagan. The Board will lead efforts to modernize GRA, increase revenue collection, and combat tax inefficiencies.

The Government of Ghana has inaugurated a new nine-member Governing Board for the Ghana Revenue Authority (GRA), tasked with spearheading a critical phase of domestic revenue reform and institutional modernization.
The Board is chaired by Hon. George Ricketts Hagan, former Deputy Minister for Finance and Member of Parliament for Cape Coast South. This diverse and experienced group of individuals is expected to guide the GRA through a period of transformation focused on fiscal sustainability, operational efficiency, and integrity.

The inauguration comes at a pivotal moment in Ghana’s economic recovery. With ongoing fiscal challenges, including restricted access to international capital markets and reduced development assistance, the government has set its sights on enhancing domestic revenue mobilisation as the number one fiscal priority for 2025 and beyond.
In remarks during the inauguration, it was emphasized that Ghana aims to increase revenue collection by at least 0.6 percentage points of GDP annually, targeting a primary surplus of 1.5% of GDP by 2025, and ultimately reducing the external debt service-to-revenue ratio from 28% in 2022 to 18% by 2028.

Deepening collaboration with the Ministry of Finance

Ensuring efficient tax administration and compliance
A performance-based Memorandum of Understanding (MoU) with the Commissioner-General is also set to be introduced to enhance accountability and institutional performance.
“This is a defining moment for our country,” the Minister stated. “Every tax cedi lost to inefficiency, fraud, or smuggling is a missed opportunity to build better roads, schools, hospitals, and improve the lives of our people.”
With the leadership of this capable Board and the commitment of GRA management, Ghana is poised to build a more robust, fair, and efficient revenue system that supports inclusive national development.
