The Government of Ghana has signed a ¥402 million (approx. $2.6 million) grant agreement with the Government of Japan under the Japanese Grant Aid for Human Resource Development Scholarship (JDS) Programme.

The agreement was signed on behalf of Ghana by Finance Minister Dr. Cassiel Ato Forson on Friday morning. The JDS programme aims to support the development of human capital by offering scholarships to young Ghanaian professionals to pursue postgraduate studies in Japanese universities.

On behalf of the Government and People of Ghana, I extended our sincere gratitude to Japan for its unwavering support toward Ghana’s development goals, Dr. Forson stated after the signing ceremony.

He noted that the partnership exemplifies a shared vision between Ghana and Japan—one that sees human resource development as key to driving national transformation.

Ghana’s Economic Outlook

Dr. Ato Forson also briefed the Japanese delegation on Ghana’s recent economic progress, highlighting:

  • Falling inflation rates

  • Declining debt levels

  • Improved fiscal discipline

  • Renewed investor confidence

“We expect improvements in our sovereign credit ratings soon,” he added, suggesting that current macroeconomic indicators are beginning to reflect Ghana's ongoing recovery efforts.

Strengthening Bilateral Relations

The signing of this agreement marks another milestone in Ghana-Japan relations, which have long been characterized by development cooperation, technical assistance, and mutual respect.

Japan has historically supported Ghana in key areas such as infrastructure, health, education, and capacity building.

About the JDS Programme

The JDS (Japanese Grant Aid for Human Resource Development Scholarship) Programme was established by the Government of Japan to support partner countries by nurturing future leaders. Beneficiaries receive full scholarships to pursue master's or doctoral degrees in fields related to public administration, economics, engineering, and more.

Ghana has been a recipient of the JDS since 2012, with dozens of graduates returning to serve in various ministries and public institutions.
